Beyond simply going back to v3, here are my ideas for how to make v4 more functional, beyond those listed as Outstanding v4 Issues:
1- Edits and updates should be highlighted in yellow on the active release in by default. At the top of any page with highlighting would be a bar, like the one that was recently removed to link to the status of v4 updates, except stating something like "This page is highlighted where it was updated from a previous state. To learn more about updating releases, please review the Quick Start Guide." If you really don't care about all that and want to browse about unhindered, you could opt to turn off highlighting, though it should be on by default.
2- Voting needs to mean something. So far, only voting Entirely Incorrect will do anything of interest for enforcing correctness, and if that's the case, we might as well have Yes and No voting, with the option to comment / skip, as we had with v3. And even Entirely Incorrect only works on new submissions, which can then be re-submitted without any updates. Updates aren't clearly visible unless you look at the awkward history page, and even then some releases don't correctly display both the previous release and the update.
I know that voting on existing subs will expand into adding new voters, but it should also do something for submitters who only provide rubbish. Maybe submission limits imposed after you submit enough items that are voted "Entirely Incorrect"?
3- Release history needs to be complete. While awkward at times, the v3 release history and comment system was functional. Just jump to the end of the page to see what the last comment was, and it was easy to see who voted what, and when votes were canceled out by edits. As it is now, none of that information is present, and you need to scroll back to the top to see the full conversation anyway. If there could be an update, maybe past conversations could compress, like gmail's conversation interface.
4- The ability to review and vote upon many activities at once, be it by artist, label, submitter, or some other filter, greatly speeds up voting. And in some cases is critical for noticing duplicate submissions or other contradictory releases and actions. -

Otherwise, we're still in the quagmire of v3 - not enough people with power, and not enough of the "powerless" s reviewing the work of others. If s or voters are the only ones reviewing things, of COURSE it takes too long! -

I feel like a goon, but I can't all the details of the site shift from v2 to v3 - what were they? From what I , the new features were a lack of submission limits (after a few submission limit schemes tried out and tossed aside), no re-editing edits or submissions, and mod votes counted for 50% yes or no. What else was there? -
